Can this rule really be enforced fairly if the Pitching Rubber is illegal with a 3 or 4 inch hole in front of it?
Rules says rubber must be even with the ground.

This is an excellent question and this issue occurs more so than not.  Many times there is a gapping dip or hole right in front of the rubber.  What is a pitcher to do.  I am surprised this has not been a rule that the umps would inspect the area before each game.
